Featured Project: Suffolk County Correctional Facility
LiRo provided construction management services during the pre-construction and construction phases of the Suffolk County Correctional Facility, located in Yaphank, New York. The new 300,000 sf building, which is Suffolk Countys largest construction project in three decades, was approved by the NY State Commission of Corrections to address overcrowding in the current jail system. The new building provides both housing for 420 inmates as well as the infrastructure and support facilities necessary for the proper processing, care and feeding of the inmate population. Innovative design provides the most efficient staffing levels in the state prison system. The complex consists of a shared use wing, and six separate residential pods. Each pod contains 60 cells, an open recreation area, laundry facilities, and a central station for monitoring by corrections officers. The shared wing provides staff and administrative facilities, family and attorney meeting rooms, hearing and booking rooms, a 22-bed hospital and nursery, a 60-bed open dormitory, a property storage area with a computerized retrieval system, and a chapel. A central control room with state-of-the art electronic controls enables corrections officers to take over control of any pod through the use of electronic door strikes and operational controls. In addition, a central mechanical plant has been designed for the needs of this facility, and has the ability to be easily expanded to accommodate a planned future expansion of the facility.
In addition to the new construction work, some modifications to the existing detention center were required. An outdoor recreation area was removed and vegetation cleared to prepare the site for the new work. A former administrative building was renovated to provide staff support and locker spaces for the corrections officers. And the central corridor of the new building was connected to the main corridor of the existing building. All of the renovation work was scheduled and coordinated with the Sheriff's Office to ensure that the operations of the existing facility were not impacted.
In accordance with milestones set by the NYS Commission of Corrections, LiRo divided the project into several bid packages as a means of expediting construction, facilitating competitive bids, and minimizing costs. Separate bids were obtained for the fabrication and installation of precast concrete cells; site clearing; and foundations. This packaging enabled the site work to proceed in advance of the general building construction, and also allowed the construction of the cells to meet the State requirements.
The management of the project was accomplished through a unique partnering between LiRo, MEP Engineer Cashin Associates, and Suffolk County. The County Department of Public Works and the Sheriff's Office both provided personnel who resided on site during the construction duration to provide general oversight and to ensure that client needs were properly integrated into the project. Cashin provided MEP inspection. LiRo provided construction management services, including pre-construction services, and inspection, estimating, scheduling, value engineering, construction administration, construction coordination, and PLA expertise. This collaborative team effort and clear communication of client requirements enabled the project to meet the required budget and schedule goals.
