ECIDA - Former Spaulding Fibre Plant

LiRo conducted a comprehensive "Start to Finish" Investigation, Design, and Construction Management program for the Erie County Industrial Development Agency (ECIDA) at this 47-acre former manufacturing facility. This is the largest remediation project in Western New York and represents a benchmark that is the result of the combined remedial efforts of the Environmental Restoration Program (ERP) and NYSDEC Superfund Program.

LiRo provided a range of services to bring this site to its "shovel ready" condition including: hazardous material/asbestos investigation, cost effective designs for abatement and demolition, integrated foundation removal/demolition and ERP remediation design which resulted in significant cost savings. Work also included remedial investigation of the entire site, chemical bulk storage decommissioning and industrial cleaning designs. LiRo also provided construction management for all phases of the program. LiRo's experience with industrial facilities, abatement and demolition as well as soil and groundwater investigation and remediation ensured that all work was conducted efficiently, cost-effectively and quickly.
