Overview

LiRo-Hill designed and implemented this program for Nassau County’s efforts to return homeowners to their properties damaged by Superstorm Sandy. This innovative Sheltering and Temporary Essential Power (STEP) Program matched contractors with homeowners to assess the damages to their homes and make the necessary emergency/ temporary repairs so that these households could have safe power, heat, and hot water to shelter in place while performing permanent repairs.

About the Project

Part of a Joint Venture, LiRo-Hill assisted the County with the registration process for the homeowners; managing the activities of the electrical, plumbing, and carpentry contractors related to assessments; and preparing work orders and scheduling of work at these homes. LiRo-Hill also held the construction contracts, provided inspectors to monitor and verify the contractors’ work, and prepared final closeout documentation. To meet the rigorous documentation that was required for this FEMA funded program, LiRo-Hill instituted invoicing policies and procedures for assessment and work order processing and implemented the documentation control system that tracked and reported on over 10,000 physical files. Nearly 6,000 homes have been visited with 2,600 completed assessments and 800 work orders issued.

Project Challenges & Solutions

LiRo’s team was the sole delivery vehicle of this program providing all services to the County. Our management and support staff worked in concert with the Nassau County Office of Emergency Management at the County’s Headquarters and provided intake and customer representative services, management of contractor assignments, and document controls from that facility. Additionally, we monitored the work and submitted documentation to the County for FEMA reimbursements.
