With over 25 years of experience, Joe has a proven track record of delivering outstanding results in the transportation engineering and construction industry. He excels in serving a diverse range of clients from both public and private sectors, focusing on fostering strong client relationships across all transportation modes.

Mr. Fazio boasts an impressive resume that includes managing and delivering high-quality projects for Transit/Rail and Highway/Bridge clients. His extensive career encompasses roles such as Division Delivery Officer, where he oversaw project delivery and operations for multiple transportation clients across the entire Mid-Atlantic region; Senior Program Manager on multibillion-dollar capital programs; and Project Manager for large, complex alternative delivery projects including Design Build and P3. As a seasoned professional with broad operational experience, Joe has been called upon many times throughout his career to help turn struggling projects around. His successes have been achieved through partnering and team building, developing effective risk management and mitigation strategies, while also improving team morale, project quality, delivery, and ultimately client relationships.

Joe will make significant contributions across all the business units of the LiRo-Hill family while bringing his program and project delivery experience to help drive LiRo-Hill’s continued success in our current markets and future growth and expansion opportunities. His extensive experience in the transportation engineering and construction industry, combined with a proven ability to manage business operations and large, diverse teams on complex assignments, uniquely positions Joe as a trusted advisor for clients seeking innovative and effective solutions.

Mr. Fazio holds two Bachelor of Science degrees from Drexel University, where he majored in both Civil/Structural and Architectural Engineering.  He also holds a Master of Science in Civil/Structural Engineering from Villanova University. He is a licensed Professional Engineer in Pennsylvania, Delaware, and New Jersey, and is an active member of several professional organizations, including the American Public Transportation Association, the American Road and Transportation Builders Association, and the American Society of Civil Engineers.
